I believe the rationale for that was to limit the player to 1x health. I.e. you could use shield recharger panels during a Vid, but carrying over more than that to a new level was not.
Something like that.
It was first proposed in the data fork of M2D by Jason Jones, IIRC. Reference is on the linked page and also quoted here:

Now you got me remembering that little wait we needed to do at the end of a solo film to be certain that it recorded all the way up to the end! Those were the days.
