It's the law of conservation of detail. Why do the terminals on Couch Fishing and The Rose exist if they have nothing to do with the main plot?

Of course, this means the terminal with the rejected PID story is also totally important and relevant.

I'm pretty sure "you" includes all the other cyborgs; he never activated them. Maybe he wasn't an agent for MIDA, but I suspect he was in cahoots with them like a political conspiracy.
