I think... it's a mistake. The symbol was designed to look like a merging of Thoth and the classic Marathon symbol, and then used in the Jjaro texture set for lack of a better piece of cool iconography.

But since breaking the fourth wall is always so dissatisfying, I choose to believe that it's just a standard issue Jjaro symbol, chosen by Thoth and Durandal to represent their merged self.
