Yes, Never Burn Money was supposedly the first to introduce the Jjaro into the Marathon universe, but to be honest, one could've originally reasoned that it didn't necessarily indicate the Jjaro as being part of the Marathon canon. It's only when you start seeing things like this that it becomes more obvious the Jjaro really are present in Marathon:
Fleeing all W'rkncacnter, Yrro and Pthia settled upon Lh'owon.
Now Tycho specifically mentions the Jjaro quite prominenently. A slap in the face for some, I'm sure.
The alien projection appeared in the early Spring of 1994, flickering suddenly into existence deep within the Pentagon in Washington, D.C. The hologram of the Jjaro diplomat interrupted, quite deliberately, an important briefing of the President by his senior military staff. It told them they had eight days to save the world.
