Determine to prove that my observations in the original game were different from those in Aleph One I embarked on a marathon 100 consecutive runs of Couch Fishing.
I got to ten and gave up.

There is nothing wrong with the placement algorithm. The observations I was seeing before were just... random chance. As you rightly pointed out.
