Iirc, the ship we have in the works isn't going to achieve that speed by engine power alone...gravity assists from jupiter and the sun will be playing a major role. In theory, I could see this working for deimos as well, but to reinforce your point...I can't see us building anything capable of changing its orbit. Mabey large (heh VERY large) scale medusa-style nuclear pulse propulsion? Mabey I can make this my next reason to use a calculator: how much force would be needed to launch deimos into a solar orbit that leads to deimos exiting the solar system at around .039c
