If someone was gonna do it, I'd recommend Unity. From what I can tell, it speeds up the work a fair amount from other game designing tools, and the results are still really good.
Now, I'm curious; does PiD2 still use sprites for the monsters and weapons like the original PiD, or does it use full 3d models for the monsters and weapons? If they're sprites, I'm not entirely sure that Unity can help you there, but I would assume you would be able to use sprites for things even with Unity. On the other hand, if they're 3d models, then Unity can definitely help you. Knowing every little detail helps.
