Wow, I'm glad someone sent me a link to this thread.
The Superintendent isn't even REMOTELY a fake - it's fully Bungie-driven, and the campaign to squirrel its way into the minds of fans started a few months ago. (Frankie was seen wearing a Superintendent shirt back in mid-May in a Weekly Update:

It will almost certainly come to a head this week during E3.
I seriously doubt it's related to Marathon (to answer the OP's question), but it's not fake. (The post on the HBO forum was fake, yes - but I called it out there not because the CAMPAIGN was fake, but because when fans muddy the waters with stuff like that, it makes the REAL campaign harder to figure out.)
