Hi Jody,
That level is apparently extremely hard even for the best of Marathon players, so you're in good company having trouble with it. In the upcoming Eternal X Omega I've added a 3x health canister and an invisibility powerup to the start, so you should be able to get down there, hit those switches, and get back up top without even entering combat, if you hurry (though you may need to swat some bugs out of your way with the shock staff along the way).
But that doesn't help you now. The only thing I can think to suggest is to try to kill things before you run out and hit those switches. Save your fusion ammo, tuck down in the little nook you drop down into and then open up on anybody who comes around the corner with your Fusion Cannon. That's how I play it, although people who are better players than me tell me that's a stupid strategy, but it seems to work. Once they're all dead, you can hit those switches and go back up top at your leisure.
