Well... to be frank, I'm not too concerned because I've found that work-around fix of editing it by hand. And as much as I like to be helpful, it's a relatively simple process that can be performed by tools that ship with OS X without prior knowledge of anything but XML.
So whatever! We'll just wait a few years as everyone is convinced that moving away from NIBs is a good idea, and then -- you're right -- the problem will just vanish. :)
Also, I do use the U.S. Extended keymap, not the U.S. one.
