Yes, I have finished that level using no ammo at all. It's not easy. You have to lure the first few Devlins back to the small room where you begin the level and skirt around them as the last one enters the room. It doesn't work everytime, but it is possible to get past them. Then you simply head back to the much larger room past the recharger, where it's fairly easy to circle them and take them out with Fists. Alternatively, you can stand in the recharger room, jump out into the hallway to get in a few punches, return to recharge, and repeat until they are dead. They don't enter the recharge room, so you are safe there. Using only Fists is not something most players enjoy doing or even care to do. If you get your satisfaction by blowing off the heads of each enemy with whatever weapon is available, then I say "Have at it and have fun!" As for me, I get my satisfaction by knowing I completed the level or scenario without using any ammo.
