Allow me to suggest the most plausible theory here: This is artwork for Phoenix, created while Phoenix was alive. The only date I see here is September 10th, 2004. That was way after Phoenix was cancelled. Craig Mullins contacted Bungie and said, "is it OK if I publish this old art for your cancelled game on my webpage?" and Bungie said "'kay."
Warn me if I'm completely on the wrong track, because this seems kind of interesting enough to warrant a tiny rumor-news item on MacNytt. =)
