Yes, but if you remember one of the other AMS varients, either Wormfood, or Aie mak there is actually an airlock opened to space, and all areas that would normally contain liquids are closed off. To me that seems like Bungies attempt to make a clear differentiation between Vacuum levels and levels that although they are not specificly Vacuum, they do lack a breathable atmosphere. We see this also in levels like Acme Station and Post Naval Trauma which feature non-Vacuum Enabled monsters as well as liquids, either in the form of Alien Goo, or, in Acme station's case, Ambient sound of dripping water.
