Check the ceiling elevation above the switch. If the bottom (or top, I don't remember) of the switch is 1 WU or more away from the ceiling, then you're a victim of "The Pillar Problem" (I think), as Jason Harper put it. Then again, the fact that you moved it to a wall and it still didn't work may suggest that its something else. What else does the tag do? Also, check the platforms that it controls. I dunno what to look for, but maybe you'll see something wrong.
