What all these people are saying is correct. The problem I was having turned out to by the MML that identified where the mask was was referring to 08_mask.jpg, when the mask was actually 08_mask.tif. It's fixed now. The reason you saw the blue in the screenshots is because on the texture itself, the areas that are supposed to be transparent are actually that same shade of blue.
