I don't think it's any more or less reliable than looking up when charging, and if it's taking you an entire minute to get a full bar you're doing something wrong. The weapon gives you around 30% of a health bar, so a full charge should take under 15 seconds.

This brings us to something I forgot to mention earlier: I think on each of the Reaver levels, we should set the Rebellion flag and give the player a completely new set of weapons (and a free 3x health). This would solve the problem you just mentioned, and also make it possible to jump to each level and play using the entire collection of weapons the Reaver is meant to have at that point.

He's in a door in the side of one of the buildings. There's a note that says "IAN" in map view near him.
