Forrest, after reading your initial response/post regarding the Nahk:
We know they were an Jjaro 'client race' - but how did they become part of the slave order held by the Pfhor? I wouldn't think the Jjaro just passed off control of their biological creations/elevated beings to an "evil" empire.
Perhaps the Jjaro created their client races (Nahk, S'pht, but which others?) - and let them exist on their seeded worlds. [Shifting into Eternal-logic] - Later, some biological threat occurs in the universe, Jjaro eschew biological form. Some races are protected [on W'kkr Dreaming worlds?] from any Sphere blast to wipe out the biological threat (Joshua's Organics). Jjaro exit the universe.
At this point, the Pfhor Empire, in it's expansive manner, conquers other races, subjugating many of the Jjaro-created races. The Jjaro never actually condoned the enslavement of their creations at Pfhor hands.
Feel free to pick out any flaws in my reasoning. : )
