That's more or less my reasoning behind it, though you got it out of order for Eternal history (which is obviously what you're going on). They made their client races AFTER their own biological civization fell, seeding new life. Later on, they left the universe entirely, and left their client races behind. The Pfhor eventually came along and conquered these just like any other race...

Interestingly enough, I used to think the Jjaro were evil because they had 'client races' and were obviously therefore slavers. Extremely early versions of Forever More played with the concept of the Pfhor empire calling on the Jjaro for aid in the war, and us having to defeat them.

...yeah, I was really silly back then.
