Perhaps because the S'pht were destroyed before they could turn off the bioengineering device, the lab was still producing the virus. Also to answer Forrest's question, possibly the virus could only be contracted by the hidden-below-ground bioengineering device teleporting the virus directly into the host. It would figure the S'pht scientists would develop a high tech disease vector, one that did not have to depend on the unreliable weaknesses, variables and randomness of manual transmission.
