Yes, and I have set up the maps to do this. (More than time to go for health, it give me time to round up a few weapons) When you set your monster parameters in the map, you set "0" for initial count. It takes them a few seconds (5-10 I think) to spawn after that, and then they are always present (if you set the min count to at least 1, and 100% appearance). If you set the initial count to anything but "0", then they are there from the first moment you spawn.
I believe that the initial count and the remaining parameters are independent. Since you can have an inital count of any number, yet still have everything else be 0.
