I always thought of the flick'ta and Ticks as a rather lowly form of intelligence - Didn't the Sph't class them as being un-sentient? I'd imagine it would be like humans trying to find a practical use for gorillas and chimpanzees in our society. Sure they're smart enough to train but it's really not worth it. Flickta seem particularly hostile and ticks have a bad habit of exploding, besides =)
On that same note I don't think they would be a large enough threat to actively exterminate - A mere nuisance for a small garrison on a small backwater planet. Given the nature of the Pfhor beureucracy, it would be incredibly hard to gather the resources for such an endeavor.
I'd rather know where they keep pulling those rocks and fireballs from =)
