The cloaks of compliers are probably just their Pfhor-issued uniforms. We never see free S'Pht not in battle dress of some sort, but the S'Pht'Kr are the only example of 100% pure S'Pht and their self-designed armor, which is quite different from the Pfhor variant.
I think you're referring to the Jjaro implant that was discovered and placed in a Drinniol, thus beginning one of the largest slave revolts in pfhor history. Though I doubt that its the same implant the S'Pht are grafted with at birth, an implant that gives them sentience but I think they can live without it...
