This was my thought exactly. I think that we all know what FM was trying to do here - have a new jugg appear once you've saved your game - one that could take you out even if you tried to hide, but to give you a reward for your efforts. It's curious that he left it in the game though. I'm sure he recognized that it didn't work. I suspect that his zelousness to get the game out (remember, this level was created in a very short time frame to replace one that wasn't good enough) took priority over fixing a bug that didn't affect gameplay. Too bad - if you're right, this would have been very easy to fix - replace the ceiling over the platform with a hollow box.
