I don't think the most hated monster is necessarily the most difficult to fight, just the one you'd least want to run into... That said, my vote goes to the bezerk defense drones on Beware of Low Flying Defense Drones. They do a lot of damage, they take a lot to kill, they explode when they die, and they're pretty small and fast so they're even harder to hit.
