Interesting point. I suspect this is down to the fact that in the first game you typically have a mission briefing terminal at the start (Terminal 1) and an exit terminal with one or more messages (failure and success). So the background (history) terminals are found in between. So they are going to be either 2 or possibly 3 or even possibly 4.
