I (and I'm sure most other developers) assume people will be running the latest point release of OS X. They're free (gratis), after all, and essential if you're going to connect the computer to the Internet responsibly.

In general, the point release doesn't matter that much from an SDK standpoint, so there is only a need to specify the point release if the app depends on some bug fix present therein. Some things that say 10.6 may really mean 10.6. Others just assume (apparently incorrectly?) some basic level of common sense from their users.

In this case, PiD is only available from the Mac app store, and of course you need 10.6.6 to get the Mac app store, so it's totally forgivable not to specify it as a requirement when you can't even download PiD if you don't meet that requirement :)
