Sorry to be a downer on your theory but Abuse isn't technically a Bungie game. It was developed by Crack dot Con and originally ran on DOS and Linux operating systems. Bungie ported it to MacOS. So they had no role in writing the backstory.

Interestingly, Abuse has also been ported to iOS (not by Bungie).
