Well, you might consider that the Marathon launched some 200ish-300ish years before the events in the "Fall of Reach" (novel, prequel to the events of Halo 1), and that the Master Chief is of the Spartan-II program. In "Ghosts of Onyx", a Spartan-III program is started (sometime before Halo 2, though the major part of the story takes place during the latter part of Halo 2's storyline and concurrently with Halo 3's, ending at roughly the same point in time.) If there is a II and a III, one would think there was a I to preceed them...
Oh, note that the Spartan-IIs are cybernetically enhanced. The first two sets of Spartan-IIIs (Alpha and Beta) were not. Who knows what, if anything, was used in the Spartan-Is, if they even existed at all. Note though, there were somewhere around 75-150 Spartan-IIs, three sets of roughly 300 Spartan-IIIs...if you suppose that this is a type of geometrically increasing series and extrapolate backwards, if Spartan-Is existed, it can well be assumed there would not have been many of them.
Oh, just to note; in the three Halo books that I've read (there are five that I know of...) no mention is ever made of a Spartan-I program...
