I think you're misunderstanding the facts.
I've checked the queue every single day since I was told that Fileball was back online. Every eligible file submitted since that day has been made public less than 24 hours after its submission.
The only exceptions are people who violate the rules - and are asked to resubmit. When a file is submitted without a readme, or the archive is corrupted and won't unzip, it's rejected, and an email is sent to the submitter, explaining why. It's up to that person to resubmit a valid archive.
Some submissions since Fileball's return have been rejected this way, and the poster usually takes several days (or in at least one case) weeks to resubmit - you CANNOT blame this delay on Fileball, it is 100% the responsibility of the submitter.
