There are two switches that must be hit to complete the level. Both of those are in the interior island containing the two Juggernauts. One of those raises several stairs that lead to the outside. The other is tucked in a corner over by a 2x recharger, as well as numerous weapons.
There are also numerous "must be explored" polys that the player must visit. Make sure you go explore the level completely.
One other thing. The underwater switch opens a secret door that only stays open for 60 seconds. That door is located along the lower of the two surrounding walkways. There are a couple of Invincibility powerups inside. They can be useful.
