Help with last level in "Genus J'raxii" scenario

Right now I'm playing the Genus J'raxii scenario and I'm stuck on the last level, "Iracundia Tychonis."

I found two switches: one underwater and one on the island where the Drinniol are. I think one of them opened a room with a cage of Troopers under a press that you can turn on. Other than that, I'm stumped.
