JPEGs use lossy compression, which is why they're so much smaller. PNGs are uncompressed and take up much more space on disk. The quality of jpeg compression is fairly good for the M1A1 high-res textures, so you're not likely to notice the difference in gameplay. And the corruption thing Blayne mentioned is rarely a problem if you use decent image editing software. If you're a student, the entire Adobe Creative Suite, Premium Edition, which includes Photoshop, can be licensed for $200, which is about a sixth the retail cost. If that's still too expensive for you, Graphic Converter is fairly cheap and still pretty powerful.
Now with respect to your particular question, jpegs do take a little longer to load. This is because they have to be uncompressed before they are loaded into your VRAM. If you have lots of space on your hard drive and broadband connection, you're probably slightly better off with the pngs. If space or download time is a concern and if you have a reasonably fast computer, then consider using the jpegs.
