A rather unfair analysis of the Pfhor me thinks- we know, after all, that they were able to subjigate and control the highly advanced S'pht, themselves a client race of the Jjrro, by superior military and technological prowess. I understand your point about the Pfhor's relative primitiveness when it comes to AI, but that is, of course, the single (or second, depending on how you rank the Cyborgs of course) high-point of humanity's technology.
I think the point with Thoth was more that the Pfhor just didn't care about him- which makes sense given the immedaite interst the Pfhor take in Tycho, Durandal and Leela. In other words, the Pfhor are VERY interested in AI technology... but not if that technology is only a 'simple' cultural device, such as Thoth- hence why the Pfhor ignore him during the later battle for L'howon, despite his attempts to aid them.
