Jorge gave a more complex answer to the complete problem, but I'll give a shorter answer to just this question here, which it doesn't look like he answered:
In Photoshop, save your images as PICT Resource files, if available in the Windows version of Photoshop. Open those files with ResEdit and copy the larger of the two PICT resources into your Images file (the smaler one, if it exists, is just a preview). Note the ID of the image you're trying to replace, delete it, Get Info on the new one you've pasted and change it's ID to that.
If you can't save as PICT Resource in PS for Windows, just save them as something standard like JPEGs. Then open them in any graphics app in your emulator and copy & paste them into the Images file. The rest of the steps are the same.
