Using the platforms tag extend from "both":

Can a a polygon that has a floor and a roof both rise/or/lower simultaneously (like in a small, confined elevator)? In my experience, it's either the floor, or the roof - or you get a screwy "both" option that has both above and below moving in sync - but ignoring the values you enter in.
