weirder guns nearby

on the M1 assult rifle, there appears to be something that spins around in front of the barrel of the gun as if to deflect the bullets from a straght path out of the muzzle. why would such a device be in place? having something like that would make the gun very dangerus for the opperater, as well as any one standing next to him because of the randomly deflecting bullet. i don't think that would impress the poumpus generals, espesily if they got hit. ;-)
