I'd be more apt to say "level of cognitive and decision-making ability is based on the ranking of the class in which the individual is allocated, the classes themselves organized and maintained by a complex bureaucracy that effectively serves as a front for an inner government; the members and workings of such which are currently unknown."

I think its a bit contradictory to claim they are privateers but also how it is uncertain how they obtain their technology. They pirate it, and though the U.E.S.C. is not after them, the RIAA sureley will be. I think they are similar to the Pfhor in that they do not create a lot of their own technology, but while the Nar steal and use, the Pfhor scavenge and assimilate. Okay, it's a slight difference.

Okay, there are three U's in Marathon:

UEG (United Earth Government)
UESC (United Earth Space Council)
UESG (United Earth Space Government)

A lot of people say these are contradictory but pay close attention: the pen is quicker than the eye:

My theory is thus:

A united human government operating in space would be either Federal or a Confederation. That said, Earth would need a government, and for that we have the UEG. Before colonization, this would have been the most powerful government yet in existence. Initially, the UESC may have been an exploratory council overseeing Earth's spaceward techonology development and colonization plans. As humanity expanded and created colonies, the UESC would become more powerful, regulating interplanetary commerce and issues of custom, dispute moderation and other stuff like that, including defense matters pertaining to open space. At this point, the UESC would be the governing council or legislature; UESC would refer to a type of congress, convention, or parliament. The government beneath it that actually did the dirty work so to say would be the UESG.

If this were a federal model, the UEG would become a more or less provincial governnment to the UESG, were it confederate, the UEG would still be sovereign, as would the UMG (United Mars Government [hey, why not]), or even the UTG, before the Pfhor blasted it to hell.

As for ship designation, I believe either would be appropriate, but as a standard, I'd say UESC for sure, it would be symobilic as the popularist spirit of the government, (federal or confed) as the ship's belong to the council, itself being the combined will of the planets it serves (or serve it). This is similar to the UK convention of His or Her Majesty's Ship, and more specific than the US convention of simply calling it a United States Ship.
