That's wierd because I thought Captain Keyes is in the UNSC NAVY and I believe above his ribbons is two silver bars that is the insignia for the rank of captain in the ARMY, AIR FORCE AND MARINE CORPS NOT THE NAVY. The rank insignia for captain in the navy is the smae as colonel in the rest of the armed forces. Keyes was never an NCO. An NCO is a Chief Petty Officer, Senior Chief and Master Chief. I don't know whats with all the Air Force medals he has but I understand the Air Force Cross because Fleet Admiral (That's 5 stars) Chester W. Nimitz, USN was awarded the Army Cross and Navy Cross after WWII
