Natural to think of a space station, one with spokes radiating out to a ring a la 2001, which could account for Cortana's message. But here's another possibility that's been nagging me since I saw the trailer - what about a space elevator, tethered to the ground, with a station attached to the top? The tether would therefore be the spoke, and the station itself might be referred to as an orbital - recall the admiral asking to target the orbitals, perhaps because they've been taken over and are being used to transport the Covenant to the surface. Yes, the orbitals could be referring to some region in space or the orbiting Covenant ships, but Joe did tell us to pay attention to the dialogue.
