I've gotta do my tutorial movie on this. Soon, hopefully. In the mean time, I'll try to explain. You've watched the movie, no doubt, and seen that you start at the lowest point of the small ledge. You turn to the left and start to climb up a little, then you slip off. When you slip off, you are moving parallel to the wall. Push forward AND left on the left joystick. This will move you forward some as your fall, but also keep you hugging the wall. This is key to the success of this maneuver. Hugging the wall provides "friction" and will reduce your momentum so you will not crash on the larger ledge below. Shortly after to start falling, start to turn to the left, to face the wall.
Part of the problem is that the wall is irregular and has bumps. Some bumps you hit on the way down may cause you to move away from the wall. By pushing on the left joystick you can hug the wall. So, during the start of the fall, you are pushing, and moving parallel to the wall, but you must also push against the wall. In your fall, when you are nearly at the lower ledge, you should be completely facing the wall, and again, pushing toward it. This will prevent you from sliding backwards off the ledge when you reach it. It may take may tries. Keep at it. You'll know you are getting close when you reach the ledge, but slide off instead of dying. Another thing you might do to check out the lower ledge, is go through most of the level normally (no jump.) Steal a Banshee and fly up to the large lower ledge and look at the small slopes. You'll see there is a small area that makes the transition from the wall to the ledge not so steep. That's what you want to hit. If you reach the ledge at any other point, the transition is too abrubt, and you die. I hope this helps.
