You're right. But in to orbit... a hunter. I have seen grunts and needlers "take-off" into orbit, I am looking at them, then they fly up, into the sky. These grunts were dead, but then when I was playing around with co-op in Halo (to try and get a pelican to land at two places at the same time) I saw a living Jackel (I think that is how you spell it, but anyway the guys with a sheild) "take-off" into space. I havn't seen an elite do this, unless you count frogblast blasting one around the Control Room area on AotCR.
