First, I don't think "glitch" means all that you think it means.

With all the testing they do, weapons are only "OP" because they designed them that way. Not a glitch, not a bug. Just a game mechanic you and others don't like. Don't classify it a "broken".

PP tracking is not the the same as glitches. PP tracking is algorithmic, programmed explicitly in such a manner for its effect (even if some don't like it). Superbouncing and button combos are unintended bugs of the employed code - glitches - that can be exploited (and quickly fixed).

"improperly tested" is a matter of opinion (demonstrated), and a matter of sentiment that comes from the community. No game will ever be "properly tested" because there will always be criticizing of game mechanics players don't like. Improperly tested for glitched? Perhaps. But I daresay that no software is ever released completely devoid of glitches and bugs. If 343 patches bugs promptly and effectively, then Good. On. Them. If they don't patch mechanics they purposefully programmed because some people didn't like them, that's their choice.

Strictly speaking, that's absolutely correct.

If you can provide evidence that coding is at that which has an unintended effect on game mechanics, apart from any personal preference, and that the developers agree, then we can agree something is broken.

Sure. All programmers are "at fault" for releasing any buggy software to the public. But it happens. All. The. Time. That's why there are patches and bug fixes and TU's (which quite often patch more than just bugs)

Right. And players can also exploit strategic stubbornness in competitors who refuse to adjust their tactics. Some might even call that trolling :P
