That may be open to interpretation. They were uncovering an artifact for almost a month, but they seemed to only really know what it was for by the events of Halo 3. Recall the Brute comm in the crashed dropship that indicates they found something under the surface. Also, Truth's personal viewing of the area under the Datahive. It would seem they only discovered the portal's purpose late even though they knew a Forerunner artifact lay hidden between Mombasa and Voi.
