The chief, however, isn't really human anymore. He's got surgically enhanced reflexes, strength, bones, eyesight, and intelligence and he's strapped into a piece of machinery which amplifies all of this. His human elements - his free will and decision making ability - are largely irrelevant to the main story. Although I think his decision to go after Cortana was as much his own as hers.
