That isn't a main character. And nearly all of those scripted lines are in two sequences-- one on the PoA, and one in 343GS (where we'd be given to believe he dies or is absorbed). So, yes, that makes him the most major of all the minor characters who reappear at random in combat where they can be killed, multiple times.
