Yes, Staten should not have said that. He was talking about mood, not about any of the other elements of film noir. Yes, as a detective story, it's pretty crap. We don't take Bungie's pronouncements on their own works as gospel when they contradict our own interpretations-- why should we cleave to them when they're obviously as off-base as the mention of noir was? Like the "combat evolved" tagline, we all just ought to forget about any elements of noir except moody lighting and music, and get on with it :)
