You're calling ODST's surface plot out for not being very interesting as a mystery-solving plot in and of itself.

I'm wondering if you maybe aren't missing the point, which would be understandable since it's not as accessable as it should be.

When people say that "it's about the journey," they aren't referring to the fascinating forensics process. That's not really what the game is about. It's kind of hard to describe briefly in words why and how it works, but I'll put it this way: it's based on Inferno, not a mystery novel.
