Way I see it: Bungie made the games. MS ran the "Expanded Universe." Bungie's regard for the EU was no more or less than the regard Lucas shows for the Star Wars EU (no contempt, but no real commitment to it, either - it's not theirs, it's someone else's). We already know that Bungie (if stories are to be believed) was under contract for another Halo game but not allowed to go forward in the timeline after H3. The only option was a game set before it. It's hard for me to be outraged that the company responsible for creating the game IP doesn't feel committed to the EU created by another company (even if they were once a division of that company). One thing we can assume going forward is that with the same company managing everything, there should be complete consistency - because if you have a George Lucas / ExpUniverse situation when 343 is handling everything, that's unacceptable.
