Though, I would expect that is different from Section : 0 and ONI and stuff. : No particular comments on the other things, though. Section O could refer to the Orion project itself. With the Human-Covenant war in the rear view, the UNSC could have easily decided to shunt more resources to creating better Spartans. It would make sense after the near eradication of the human species to continue forward with a program that was already so advanced. In "Ghosts of Onyx," the Spartan IIIs are selected from a much larger gene pool that the Spartan IIs were, and there were only 30-some years between the start up of those two projects. After another 43 years of uninterrupted research, not to mention the technical advancements with MJOLNIR that are sure to have been made, concievably almost any remaining humans could participate in the Orion Project.
