I : have no facts to offer. It can happen, but in the case of moons around Reach, I wouldn't expect that to be a stable arrangement. I think if those moons have been there for long enough, they'd have gravitationally found a stability. Pluto and Neptune swap positions over decades as being the outermost planetary body (despite Pluto's recent demotion). Reach has extensive geologically recent cratering so perhaps Reach has had more wild orbit moons and there's only two left now.
